State, federal lawsuits pin defective DC Metro concrete on contractor

Both the U.S. Department of Justice and the Commonwealth of Virginia allege that Universal Concrete Products Corp. knew Silver Line concrete panels were defective but falsified documents to make it appear they met specifications.
